European Wheelchair Transportation Standards
There is no single European standard that covers every aspect of wheelchair transportation in a motor vehicle. Different standards address the wheelchair, the wheelchair tiedown and occupant-restraint system (WTORS), access equipment and, in some cases, public-transport containment systems.
Which standards are most relevant to WTORS in Europe?
ISO 10542-1
ISO 10542-1 is the main international technical framework for wheelchair tiedown and occupant-restraint systems used in motor vehicles. It addresses WTORS design, performance, testing, product information and related requirements.
ISO 7176-19
ISO 7176-19 addresses wheelchairs intended for use as seats in motor vehicles. It relates to the wheelchair itself rather than the WTORS.
ISO 10865 series
The ISO 10865 series addresses wheelchair containment and occupant-retention systems for accessible transport vehicles. These applications are particularly relevant when considering purpose-designed public-transport wheelchair spaces.
What about EN 12183 and EN 12184?
European wheelchair product standards such as EN 12183 and EN 12184 address manual and electrically powered wheelchair requirements respectively. They are not substitutes for the transport-specific standards used to assess wheelchair-as-seat or WTORS performance.
Does one European standard prove a complete vehicle is compliant?
No. Product compliance, wheelchair suitability, WTORS installation, vehicle structure, access equipment and local approval requirements are separate questions. The applicable national or local regulatory framework still needs to be checked for the country where the vehicle will operate.
Which standard should WAV builders and engineers start with?
If the project involves wheelchair securement and occupant restraint, start by identifying the applicable WTORS framework, then separately confirm whether the wheelchair is intended for use as a motor-vehicle seat and whether the vehicle installation meets local approval requirements.
