Wheelchair transportation standards overlap, but they do not all regulate the same part of the transport system. The correct standard depends on whether you are assessing the wheelchair, the wheelchair tiedown and occupant restraint system (WTORS), vehicle access equipment, or a jurisdiction-specific requirement.

WTORS standards versus wheelchair-as-seat standards
A WTORS standard addresses the equipment used to secure the wheelchair and restrain the occupant. A wheelchair-as-seat standard addresses the wheelchair itself when it is intended to serve as the occupant’s seat during vehicle travel. A compliant or transport-ready wheelchair does not remove the need for the appropriate WTORS.
Which standard should I use?
Start with the jurisdiction, vehicle type, product documentation and approval pathway. Then identify whether the question concerns the WTORS, the wheelchair, the vehicle installation or another component. More than one standard can apply to the same wheelchair transportation project.
