WC18 vs WC19 – What Is the Difference?
WC18 and WC19 address different parts of wheelchair transportation safety. WC18 relates to wheelchair tiedown and occupant-restraint systems (WTORS). WC19 relates to wheelchairs intended for use as seats in motor vehicles.
What is WC18?
WC18 is the commonly used shorthand for RESNA WC-4 Section 18. It addresses the equipment that secures the wheelchair to the vehicle and restrains the wheelchair-seated occupant.

WC19 is the commonly used shorthand for the RESNA wheelchair transportation section addressing wheelchairs intended for use as seats in motor vehicles.
Why are WC18 and WC19 different?
They answer different technical questions. WC18 addresses the WTORS. WC19 addresses the wheelchair itself when it serves as the passenger’s seat during travel.
Does a WC19 wheelchair still need a WC18-type WTORS?
Yes. A wheelchair designed for use as a vehicle seat still needs an appropriate wheelchair securement and occupant-restraint system for the vehicle application.
How does ISO 7176-19 fit in?
ISO 7176-19 is the international standard covering wheelchairs intended for use as seats in motor vehicles. Its subject is closely related to WC19, but the publications should not be treated as interchangeable without checking the applicable requirements.
Which one applies to WAV builders and engineers?
Potentially both. A project may need to consider whether the wheelchair is transport-ready and whether the installed WTORS and vehicle geometry are suitable.
